Abstract
Impact measurement standards have gained attention in social policy circles. Proponents believe standards will bring simplicity, certainty, and uniformity to the confusing world of performance measurement. However, studies suggest that those benefits are by no means assured. This chapter provides an overview of standards literature in the context of social policy and administration. The main argument is that while standards will play an increasing role in the public and voluntary sector landscape, they are difficult to create in a way that lives up to expectations. The chapter discusses implications for standard setters and policy makers and offers some reflections on how impact measurement standards can be effectively deployed.
