26 Soviet Yerevan’s Outreach to Armenians in Lebanon (1967–1969)

Abstract
Four documents from the archives of the Ministry of Foreign Affairs of the Armenian Soviet Socialist Republic reveal the complexity of Soviet efforts to conduct ethnically based cultural outreach to Lebanon and other Arab-majority countries in the late 1960s. The documents show Soviet Armenian officials in Yerevan disagreeing with (ethnically Russian) Soviet diplomats in Moscow and Beirut over what share of cultural visits by Soviet artists and athletes should target Lebanese Armenians (about 5% of Lebanon’s population) rather than Lebanese society as a whole. The Moscow diplomats worried: “Armenian comrades do not always care about the quality of things.” Meanwhile the Armenian SSR’s foreign ministry argued that outreach to the Armenian diaspora served Soviet diplomatic objectives. Tacitly, it also took Soviet cultural diplomacy programs as an opportunity to consolidate links with Armenians abroad and promote Armenian cultural identity.
