Dr. Smisha Agarwal

Dr. Agarwal studies how to improve maternal and newborn health in low-income settings through strengthening community health systems and leveraging innovative technology solutions including digital devices. Over the last decade, she has supported the development of programs that employ digital tools such as mobile phones to improve health care services for women and children. This has included the development of point-of-care digital clinical decision support tools used by community health workers and other health care providers, and patient-focused SMS-based health behavior change interventions, and conversational agents (“chatbots”) that use natural language processing to communicate with users. She has also developed methods for evaluating such digital programs and led a series of systematic Cochrane reviews on the effectiveness of digital clinical decision support tools and longitudinal health records that have been leveraged by the WHO to develop global guidelines on the use of digital tools to strengthen health services. She continues to work with bilateral and multilateral agencies to support development and implementation of routine digital health information systems.

Over the last 20 years, Dr. Curioso has held numerous leadership positions on national and international levels, both at the public and private sector. In academia, he is Affiliate Associate Professor in the Department of Biomedical Informatics and Medical Education in the School of Medicine at the University of Washington, Seattle, Washington, USA. Dr. Curioso has more than 140 publications, including peer-reviewed articles in indexed journals and book chapters related to health information systems, clinical medicine and global health. Dr. Curioso is currently the Vice Provost of Research at Universidad Continental in Lima, Peru. In addition, Dr. Curioso is Member of the World Health Organization Digital Health Roster of Experts.

Dr. Frances Baaba da-Costa Vroom, PhD

Dr. Frances Baaba da-Costa Vroom (PhD) is a Senior Lecturer in Health Informatics with the School of Public Health, University of Ghana. She serves on the executive committee of the Ghana Health Informatics Association and is also President of the Pan African Health Informatics Association (HELINA). Baaba holds a MSc in Health Informatics and a PhD in Public Health from the University of Ghana. She was a Queen Elisabeth Early Career Scholar on a joint programme between McGill University and University of Ghana and a Visiting Scholar at the University of South Florida. She is a member of the WHO - I-DAIR Digital Health Competency Framework Working Group. She has also supported other WHO and ITU related digital health capacity building activities. Her research interests are in health systems strengthening with digital health, technology acceptance in health care, digital health capacity building and benefits realisation. She has peer-reviewed publications and book chapters on digital health and public health.
Dr. Oommen John MD

Dr. Oommen John is a physician researcher with a special interest in digital health. He completed his MD in Internal Medicine from CMC, Ludhiana and an Executive MBA from Indian Institute of Management, Calcutta. He is an elected fellow of the International Academy of Health Sciences Informatics (FIHASI), a conjoint lecturer at Faculty of Medicine, University of New South Wales, Sydney and Professor at Prasanna School of Public Health, Manipal Academy of Higher Education. His research interests are in the area of clinical decision support systems, virtual care delivery models and evaluation of digital health interventions for health systems strengthening. He serves as expert advisor on scaling up health innovations under the Market Access Programme of Ayushman Bharat, National Health Authority, India.
He is a member of the scientific advisory committee at Foundation for Innovative Diagnostics (FIND), Commonwealth Centre for Digital Health, WHO Digital Health Guidelines Development Group and ITU-WHO focus group on Artificial Intelligence for Health. He is a member of the working group of the Access to COVID-19 tools Accelerator (ACT- Accelerator) Diagnostics and Digital Pillar. He has served as the Secretary of the Asia Pacific Association for Medical Informatics and as President of the Indian Association for Medical Informatics.
Dr. Alvin Marcelo

Dr. Alvin Marcelo is a general and trauma surgeon by training who is currently the director of the Asia eHealth Information Network (AeHIN) and the managing director of the Standards and Interoperability Lab for Asia (SIL-Asia). At the University of the Philippines Manila, Dr. Marcelo held various posts such as director of the National Telehealth Center and Chief of the Medical Informatics Unit. He co-established the Master of Science in Health Informatics program and conducted local and international research in the field of eHealth and health information systems development. He took his postdoctoral fellowship in medical informatics at the National Library of Medicine in Bethesda, Maryland with research interests in telepathology, mobile computing, and bibliometric analysis of MEDLINE content. Dr Marcelo is certified in the governance of enterprise IT (CGEIT), The Open Group Architecture Framework (TOGAF), Archimate, and COBIT5 Implementation. Presently, he is the chief medical information officer of the St. Luke’s Medical Center.
