Abstract
Chapter 4 begins the second main section of the book, focusing on the individual actors involved in making US space policy by examining the role of presidents. While John F. Kennedy’s audacious goal of getting to the moon by the end of the 1960s set an example for future presidents in making space policy, the reality is that few presidents following him have had the same success or even interest in space. Beginning with this idea, the chapter examines first presidential influence on public policy generally before turning to the motivations presidents have for getting involved. Then, the chapter outlines the various tools that presidents can use to make and shape policy, including the bully pulpit, executive orders and other statements of administration strategy, budget proposals, executive nominations, and the National Space Council. Importantly, while detailing these tools, the chapter also explores how presidents have used them to influence space policy. This chapter makes clear that while presidents have many tools at their disposal for influencing space policy, the fact that space remains a secondary policy area limits the time available for presidents to devote to the topic.
