This book is the outcome of the work of the Africa Task Force of the Initiative for Policy Dialogue (IPD) directed by Akbar Noman and Joseph Stiglitz, in collaboration with Japan International Cooperation Agency (JICA). In addition to financial support, JICA staff contributed to the work of the Task Force. Two of them—Akio Hosono and Go Shimada—wrote papers published in this volume and others participated in the meetings, including notably Hiroshi Kato.
In addition to them and contributing authors, we gratefully acknowledge the comments of a long list of colleagues who participated in the discussions of the Task Force (without of course committing them to our analysis or conclusions) and in particular to: K.Y. Amoako, Yaw Ansu, Sakiko Fukuda-Parr, Ato Newai Gebre-Ab, Paul Jourdan, Ravi Kanbur, Hiroshi Kato, Justin Lin, Celestin Monga, Deepak Nayyar, Leonce Ndikumana, Jose Antonio Ocampo, John Page, Martin Rama, Shari Spiegel and Ippei Tsuruga. We are very grateful to the two anonymous referees who provided insightful comments on the manuscript. This work would not have been possible without the professional dedication of IPD’s former and current Program Managers, Mildred Menos and Jiaming Ju, who helped arrange the Africa Task Force’s meetings and coordinate the production process of the book. We also owe a large debt of gratitude the hard and excellent work of Rahel Diro as note taker at the meetings and of Kristen Grennan for her invaluable contributions to the copyediting and coordination of the later stages of the production of this volume. We are also very gratefully indebted to Bridget Flannery-McCoy at Columbia University Press for her superb help, guidance, flexibility and patience.
