Abstract
As part of its ecclesiology of all the faithful as the people of God, at Vatican II the Roman Catholic Church developed an elaborate understanding of the ministry of the laity. In contrast, though theologically the church has moved towards an enhanced view of the laity, emphasizing the partnership of both the ordained and lay ministries, there is no separate treatment of the laity in the law of the Church of England and the rules that exist produce a fundamental imbalance. Rights of lay people are extensive but the Church of England prescribes no comprehensive canonical ministry for the laity: responsibilities and disciplinary processes are minimal. This chapter discusses the laity and classes of membership, vindication of lay rights, enforcement of lay duties, Roman Catholic canon law, lay discipline, liturgy and pastoral care, and parochial offices.
