Abstract
Black religious leaders in Ohio contributed to a historic black voter turnout in 2012. However, as far as the people in our study knew, black religious leaders in the state had not participated in any mobilization that went beyond the local level for any issue within recent years, except voter mobilization. But why? We propose that the structure of the leader network was in part organized around a role we call principal leader. The principal leaders had the influence to initiate and then sustain broad mobilization efforts among fellow leaders. It was leaders who could claim civil rights movement credentials who were eligible to be a principal leader.
