Abstract
This chapter introduces a new analytical framework and examines the room for maneuver of Hungarian foreign policy in the coordinate system of a tripartite determinism based on the relationship with 1) the Soviet Union, 2) the West, and 3) an all-East-European lobby contest. While this tripartite determinism of Hungarian foreign policy had existed in some form and magnitude before, the import of the three factors became relatively the same from the mid-sixties on. This theory can also be interpreted in a wider context, and with certain restrictions it can be applied to the entire Soviet Bloc. A subchapter presents and analyses the failed attempts at the reform of the organization of the Warsaw Pact in the mid-1960s. The chapter also discusses two important secret Hungarian mediation attempts: between Hanoi and Washington during the Vietnam War in 1965–1966 and between Prague and Moscow during the Prague Spring in 1968.
