Abstract
The author discusses the problem of climate change and how large-scale energy innovation and production is the necessary solution. The problem with energy production is that new ideas need to be matched with capital, skills, suppliers, and manufacturing facilities on a very large scale. Additionally, energy innovation is especially challenging given the competition from large-scale investment in China, energy’s status as a commodity, and the fact that the impetus for energy innovation is external to the marketplace. The author advocates a mitigation and adaptation strategy to control climate change, arguing that government support in later-stage development and demonstration/manufacturing activities is necessary to make a real impact. He presents several policy strategies that would create an environment conducive to energy innovation scale-up.
