7 Infrastructures of Settler Colonialism: Geographies of Violence, Indigenous Labor, and Marginal Resistance in Paraguay’s Chaco

Abstract
Cattle ranching has transformed the Paraguayan Chaco in recent decades, now driving some of the world’s fastest rates of deforestation and (re)producing Indigenous dispossessions. This chapter traces the roots of ranching to early missionary efforts to establish settler colonies, practices that required dispossessing Enxet peoples of their lands then enrolling them as laborers to work the ranches. Bringing Indigenous studies scholarship into conversation with critical infrastructure studies, the chapter argues that settler colonialism—understood as a structure of social-spatial relations—is mediated through material objects (like fences) and embodied infrastructure (like labor). Re-working notions of “infrastructural violence,” the author moves beyond an analysis of oppressive systems to show that Enxet peoples are subverting the infrastructures of settler colonialism to advance their territorial claims. The work contributes to an emergent, if not under-theorized, aspect of the infrastructural turn—the material and symbolic relations of infrastructure and settler colonialism.
