Robert (Bob) William Wiley was born December 12, 1940 in Inglewood, California. Bob was the only child born to William Richardson Wiley and Roberta Moore Wiley. Early in his teenage years, a good family friend gave Bob a fishing reel and rod as a birthday gift that sparked his interest in fishing, and eventually the pursuit a life‐long career in fisheries. Throughout that career, he had mentors whom he regarded with a great deal of respect. He often talked about the positive influence they had on his life.

Bob graduated from Fullerton High School. He received a BS from Humboldt State College and an MS degree from the University of Wyoming in 1969.

Bob’s career began with seasonal employment in Oregon as a fisheries biologist. While pursuing undergraduate studies he worked summers for the Wyoming Game and Fish Department (WGFD) in the Pinedale Region. He met his wife, Jeannie, while working at Flaming Gorge Reservoir and they were married on June 25, 1966. He was actively involved with fisheries management in Wyoming throughout his career. He worked for the WGFD, enjoying every day for nearly 42 years. During that time, he was an advocate for habitat protection and enhancement, instrumental in the development of trout stocking strategies, and many other fisheries management practices. Bob held several positions with the WGFD, including; Flaming Gorge Reservoir Project Leader, Fisheries Supervisor, Fisheries Research Supervisor, and Fisheries Management Coordinator. He was responsible for eight Fisheries Management units.
