Abstract
This chapter delves into a controversy that dominated NATO's deliberations in 1977 and 1978, the so-called neutron bomb affair. Though ultimately the alliance's schemes collapsed, the deliberations over the neutron bomb laid critical foundations for the Dual-Track Decision. The chapter discusses how the Western allies hammered out an agreement that would combine plans to deploy new weapons with offers to limit those same deployments. It details how the collapse of the alliance's plans injected a new sense of urgency into the parallel debates regarding the Soviet Union's SS-20 Sabers and NATO's nuclear posture in Europe. The chapter highlights the grim depictions of the missiles designed to kill people but preserve property that seared into the public imagination and spurred a new wave of antinuclear activism dedicated to stopping the weapon.
