This book has been many years in the making, and I have incurred many debts during the process. When I began research, I was a member of the history department at Baruch College, the former home, for a short while, of Robert Weaver. I was lucky, in my first permanent academic position, to have wonderful colleagues there who helped me grow as a teacher and scholar. In particular, I am grateful to my friends Carol Berkin and Myrna Chase for their continuing support.
I have been even more fortunate in my academic life since moving to the University of Pennsylvania, where I have found an intellectually rigorous and supportive community. Two people, more than any others, were responsible for giving me this opportunity: Dean Mike Fitts and Sally Gordon. Throughout my years at Penn, they have been stalwart supporters and terrific friends. Thanks to Mike for enabling me to take a year's sabbatical to get the manuscript in shape and for providing the financial and moral support necessary to bring this book to completion. Words cannot express my gratitude to Sally for all that she has done to help me. I have also been fortunate to work with an amazing staff who have helped me throughout the research process. I want to give special thanks to my research librarians, Ron Day and Merle Slyhoff, for all of their assistance in accessing documents and books for this project. The years of work on this book have also been enlivened by my interaction with the wonderful students of the University of Pennsylvania Law School. They have blessed me with their passion for learning and some of the best research assistance a person could ask for.
