This study originated as one part of a larger programme of research into occupational health and safety conducted at the Oxford Centre for Socio-Legal Studies in the mid-1980s. That research was funded partly by the Economic and Social Research Council (ESRC) through its core grant to the Centre, and partly by a supplementary grant from the Health and Safety Executive (HSE). The book reports the results of research carried out over a period of more than fifteen years, in which fieldwork was carried out in two phases. The first took place between 1986 and 1989, the second between 1996 and 1998. The opportunity to develop and bring the research up to date in the second phase was made possible by a grant from the USX Foundation of Pittsburgh, Pennsylvania, awarded jointly to the Oxford Centre for Socio-Legal Studies and the Center for Law, Policy and Social Science at The Ohio State University, which has been associated with the work through its partnership with the Oxford Centre.
