5 The Consequences of Potential Abuse for Public Consent

Abstract
Chapter 5 explores how the capacity for secrecy, and thus potential abuse, can render an executive unconvincing to the public. This dynamic can lead to insufficient consent for investments in security, as played out in the decades between Dreyfus and World War I, where France became paralyzed by distrust and skepticism of potential abuses as the German threat strengthened. A similar but less dramatic story unfolded in the United States as opposition to US policy in Cyprus in 1974 mirrored French distrust in the executive, and even utilized some of the same arguments to withdraw commitments. In both cases, those that were skeptical of a leader could not be sure that calls to arms were in the public interest as opposed to the private interest of that leader or their party. How then do democracies thrive in the international system despite secrecy and its concomitant public accountability deficits?
