Abstract
On February 8, 1984, Lewis W. Lehr, chairman and chief executive officer of Minnesota Mining and Manufacturing (3M), in St. Paul, Minnesota, announced at a joint press conference that his company would enter into a joint endeavor agreement (JEA) with the National Aeronautics and Space Administration (NASA) We gratefully acknowledge useful comments and observations from andrew Van de Ven, Roger Hudson, Michael Rappa, and other colleagues involved in the Minnesota innovation Research Program.
