Abstract
This chapter assesses the state of the strategic relationship between India and the United States. The term ‘entente’ best captures the bond that has grown this century between Washington and New Delhi. The chapter traces the entente’s rise under the Manmohan Singh and George W. Bush governments, its leveling-off as President Obama entered office and Singh’s popularity decreased, and recent efforts by policy-makers on both sides to inject new vigor into the partnership. The focus of the chapter is several core issues of mutual strategic interest: Washington’s grand strategy of “rebalancing” to the Asia-Pacific region and India’s response; growing Indo-U.S. arms and technology transfers; civilian nuclear-energy collaboration; and the challenges posed to India by the drawdown of U.S. military forces in Afghanistan. The chapter closes with a forecast of continuing malaise in the entente, barring a dramatic regional development that threatens both India and the United States.
