In 1580, Tobie Matthew was chosen to present a petition to Elizabeth I on behalf of convocation, asking her to restore Archbishop Grindal after the queen forced him into retirement when Grindal attacked her attempts to limit preaching exercises. Matthew was an obvious choice to make the appeal to Elizabeth. As well as supporting the Grindalian vision of the Church, Matthew was known as an assertive if sometimes aggressive counsellor of the queen. Matthew urged Elizabeth to reinstate the archbishop, telling her that ‘sovereigns come closest to God when they lay aside their grudges’. Matthew also promised full cooperation with the queen in the future, telling her that ‘if your Majesty should do this, or rather when you do it’, he and his fellow clerics ‘give our most solemn promise to your Highness that we will never lack zeal in supporting the Church, nor enthusiasm in spreading religion nor diligence in removing schisms nor will we ever forget this favour’.1 The godly did not get a chance to uphold their side of the bargain, Elizabeth did not restore Grindal and his vision of godly episcopacy.
